Synopsis:
The recent drought in California, paired with years of groundwater overpumping, has so overburdened the State’s water infrastructure that California Governor Jerry Brown declared a State of Emergency in 2014. This has resulted in the unprecedented regulation of surface and groundwater use.

In this regulatory guidance document we summarize the goals and implications of the California Water Action Plan, Sustainable Groundwater Management Act (SGMA) and Storm Water Strategy to Optimize Resource Management of Storm Water (SWS) and discuss some potential opportunities for the California mining industry to consider as a result of this legislation.
