Drawing on deep roots in Northern California, Scott partners with cities and other public agencies throughout the region on public works, city engineering, and municipal planning projects. Over his decades-long career, he has honed an approach to service that rests on honest communication and protecting clients’ best interests. Scott seamlessly partners with public and private entities, developers, and contractors, and he is committed to always leaving clients in a better position than when a project began.
Scott leads a group of professionals at Haley & Aldrich that focus on and understand the needs of municipal agencies, specifically smaller agencies that do not have the luxury of drawing from a large staff and broad resources. This group emulates a typical public works or city engineering department, advising on capital improvement programs, stormwater programs, development entitlements, project permitting, pavement preservation, and more. Scott also brings extensive experience navigating the funding and regulatory frameworks and agencies that govern projects in Northern California, including the National Pollutant Discharge Elimination System, Caltrans, the California Environmental Quality Act, and the National Environmental Policy Act.
