Stormwater engineering team helps Contra Costa Clean Water Program implement NPDES permit

Summary

  • The Contra Costa Clean Water Program (CCCWP) works to prevent stormwater pollution in Northern California’s Contra Costa County, home to more than 1.1 million residents. Its 21 co-permittee jurisdictions have relied on our help to understand and comply with new provisions of the National Pollutant Discharge Elimination System (NPDES) San Francisco Bay Area Municipal Regional Permit (MRP) 3.0 stormwater permitting program.
  • CCCWP trusts our guidance because we initially listened to the needs of all co-permittees and then balanced those needs while satisfying regulatory requirements.
  • We also bring deep hydrology experience: Our team includes scientists who worked on Contra Costa’s original water management program as well as those with engineering design experience from other green infrastructure projects — which filter and absorb stormwater — in Northern California. And our nationwide presence has enabled us to draw in the right technical leads for the job, regardless of location.
  • Working quickly to understand changes to the MRP while knowledge of the previous program was still fresh, our team built off of experience in designing and installing green infrastructure, such as green streets, across the region to develop related MRP 3.0 provision C.3 guidance and green infrastructure retrofit approaches to the CCCWP. We also evaluated and recommended approaches to hydromodification management compliance.
  • Our team also developed educational materials to communicate program requirements for the co-permittees and external project applicants, and we ran initial training and workshops for all stakeholders. CCCWP continues to rely on us to develop guidance documentation, provide green infrastructure design concepts, conduct its annual trainings, and consult as needed on all aspects of the program.
